MEMORANDUM ON THE PROTECTION OF THE GENERAL PUBLIC

The areas needing urgent consideration are those

in which the houses are either in a delapidated condition or

of flimay construction.

Unfortunately, those areas are

many and are situated in the congested areas.

Of this total, some will leave the Colony, some -

especially those living in good buildings and the outlying

districts will remain in their homes, whilst others will

take to the hills. What this number will be it is impossible

to estimate. but for the purposes of this paper, I have taken

it to amount to 15% of the population.

On this basis, the population figures have been

taken as follows:

Central, Upper Lovols

Wanchai.

Bay View.

Quarry Bay.

Shaukiwan .

Owing to the time element, the districts montioned

above must be divided, as far as possible, into areas, the

population proceeding to their shelters in a northerly and

southerly direction.
